Demand Management - RootITUp Submit Demand Request

This workflow realizes the state transition from a demand request in the state new to a demand request in the state assessment pending. It performs the following operations :

1. Update the state of the demand request to assessment pending
2. Create a ticket for the demand management
3. Link the demand request with the ticket using SPSActivityClassBase.ConfigurationItems
